What's the best way to tone your thighs?

What’s the best way to tone your thighs?? I have muscle and FAT at the same time. I just need to work more and MORE on the muscle so the fat will start to fade. Any good tips?

swimming is a great way to tone your legs, if you have a pool you can go to. use a kick board and do the breast stroke kick. If you have a gym you can go to, there is weight machines just for those muscle groups.
