I believe “near shore” drilling is when we drill on land near the shore. “Off shore” drilling is when we drill in the ocean.
No, near shore drilling occurs ‘near the shore’ in the sea.
Well offshore would be out at sea somewhere, and near shore would be closer to the mainland.
