How do they decide who has daylight savings time and who doesn't?

i think the countries decide thereself if they want to have daylight savings its like Australia 3 out of the 6 states to daylight savings,and africa some places have never used it while some did use it and a couple countries do still use it.

Traditionally it was suggested for places where the winters were very dark and the summers very light. For example in places were it gets dark very early and light very late in winter. As for now, it’s a bit of a mess as some countries and states has seen it as a waste of time and therefore do not use it anymore. The history of it is here:
