5 month old puppy

my puppy does come when I call him except when he goes over to my neighbors yard and is involved in smelling the smells of their dog. how can I correct this. I am not allowed a fence.

Leash, until he learns and knows his boundries

You will have to keep him on that long line I suggested…or go get him…until he learns to come on command…you have not other options…

In this case I would always have the puppy on a leash outside. I truly mean this for so many reasons. There are so many dangers and since you have a wide open yard. I would always have your pup on a leash until you are confident he will obey you without hesitation.
