what does it mean to enforce a law? and a state to be independent?

what does it mean to enforce a law? And what does it mean for a state to be independent? Also whats federalism/federalists/federal? thanks

Law enforcement = a governmental organization (military, police, etc) arrests and prosecutes suspected offenders who are then processed by a judicial system to ascertain guilt or innocence.

A state’s independence would be determined by the question of do they have to pay taxes, OR obey the laws of a larger entity? If their disobedience could result in military action, then no, the state isn’t independent.

Federalism = the belief or system by which a group of states should be governed, rather than having a state centric system of governance. (I think) :)
