I think it might mean that you can say things that you don’t really mean and they have no meaning. but your thoughts have meaning. and that the thoughts you have don’t get put into words. so they go somewhere else. I guess heaven? lol

“My words fly up, my thoughts remain below.” = I said something before I thought about it. “Words without thoughts never to heaven go.” = Saying something without thinking is bad.

That’s what I get from it.
