Why did the u.s. Government decide not to make the “steel penny” back in the 70’s And why is it illegal to own one of the few “test coins”?

What? It’s not illegal. Steel pennies don’t last as long as copper and nickel. Cheaper metals that don’t last as long aren’t cheaper in the long run.
