Why is a starting resistor needed in DC Machine?

When a DC motor is switched on and the armature isn’t moving the electrical resistance across it is momentarily very low. Without anything to limit the current it would act like a short and have a large surge of current through it potentially burning out the windings, blowing a fuse, or tripping a circuit breaker. Starting resistors limit the starting current to a safe amount.
