spanish! for people who know spanish very well!!

okay in spanish class I noticed when a teacher is writng a date,instead of saying del 2009 they say de 2009… I asked why and she’s cuban iam mexican but said she also says del 2009 but the board of education doesnt agree because they say it doesnt fit? my spanish teacher said if I found out why she would give me extrs credit.. so I need help.. someone told me because in mexico we speak castellano and before it was spanish they called it castellano.. is this true? also, for example, if I was to el 5 de septeimbre it would be september 5th of 2009 and is I said el 5 de septeimbre del 2009 wouldnt it be september 5th of the year 2009? I know I would have to add del ano 2009 to be of the year.. iam I caorrect? why is it that all the teachers say de 2009instead of del ano 2009? does it have to do with the different dialects? why do school boards disapprove it?
