Can a person apply for a voter's card if they have a green card?

no you have to be a citizn to vote.

Yes, I have a friend who has his green card, and sadly he cannot vote, so as far I know, you must be a citizen. :( From what he tells me, citizenship can take years to attain, sometimes involves bribing government officials, and requires passing a rather intense test on American history and law.
