What are some good hair coloring tips; highlights and under-color?

What I mean is, soon I am going to get my hair colored for the first time. I want it to be unique, but not over the top. I have hair on the slightly darker side of dirty blonde, and blue eyes. Low-Lights or Hi-lights added to my hair? Both? But specifically, what color should I dye it underneath? I was thinking perhaps a chocolate-brown color, or a reddish coloring.

Also, do I NEED layers for it to look good?

layers are preffered for anyones hair, it just sits better, looks better and is easier to manage. You might not want to go too dark with your hair colour, because when you start to get regrowth, you will look somewhat bald. I suggest to go lighter, as going darker might even make you look a sick pale colour. Dying your hair dark underneath wouldnt be such a bad idea though and will look nice. I know this because ive gone brown before. Be careful when dying your hair any colour involving purple or red, when it washes out or fades, your hair will turn bright orange. Also a dillema i went through myself.
