well it would be best to ask her if she wants to make out, or kiss kissing is starting to get sexually active which can lead to other sexual activities that both you and her are not educated about 13 is quite young, and a lot of girls arnt really worrying about kissing guys at that age but if she says she wants to or is giving you hints then you could move in towards her at what you beleive is a good time, and then give her a kiss no tounge, because that for a first time kiss would be very awkward for her or you could start out by giving her a kiss on the cheek and then seeing were that goes
