Why won't he try??!!

Okay so about 2 weeks ago I got a boyfriend,and for the next week and a half he was always on msn and would always start convos with me,but he hasnt been on msn since last Thursday(even then he only went on because I asked him to) and he no longer texts me like before! One of my best friends and his sister are both telling me that hes just shy and scared that if he texts me then I’ll think hes being to clingy or that he’s trying to smother me. But the thing is that the day that he asked me out and I got home and logged on to msn he said something about hanging out with me sometime soon and I replyed yeahh thatd be great…but that was the last time that we talked about hanging out and I havent seen him in 3 weeks! So I guess that my question is if he isnt making an effort to see me or talk to me then is it worth dating him? Also how do I get him to realize that he shouldnt be scarec to talk to me or ask me to hang out if he is worth holding on to?
