Two German monks Heinrich Institoris Kramer and jakob Sprenger, produced a book the MALLEUS MALEFICARUM (the witch hammer).

In this book were definate instructions on the prosecution of witches.

basically If you didnt like someone you could simply accuse someone of being a witch and they would be tortured, burned,hung,drowned to death.
