What is the name of this children's book?

I’ve been looking for this chidren’s book for a while but I don’t rememeber its name.

It was about a really messy redhead girl, she had curly hair and a million things stuck to her hair, like a nest. Her room was a total mess and she had a really organized sister, who had “Underpants, Socks, Tops…” labeled on her drawers. I think in some part of the book it is raining and the girl is wearing rain boots and a yellow rain coat. I also remember that in the end she labeled her drawers like her sister.

Please help me, this is a very important book for me :) THANK YOU!

Oh, then perhaps it’s The Girl with the Birds Nest Hair by Sarah Dyer.

That’s the only other suggestion I have.
