What can I do about the baby birds, will they be able to fly?

okay so in my garden I have a chimney on the floor but like standing up right, (its there to hide a box with wires in) and it has a flower pot on top of it but there is a gap, and I recently noticed that a bird has made a nest and has 6 baby birds down there. im just wondering - surely birds learn to fly by jumping out of the nest, but this nest is on the floor with a two foot chimney around it acting like walls around the nest. so will the birds be able to learn how to fly? also if they do manage to fly out or get in to the garden then my dog will deffinately eat them, I know your not meant to touch the baby birds but I will have to other wise they will get eaten? I dont know what is going to happen?

I think the only way to move them would be to move the whole nest.
