want my love, having trouble with state law differences

so, I am going to say this to start, there is this girl I am in love with, and I know it. problem is, she lives way out in georgia, while I live here in oregon! I’ve recently had a talk with my mother about this, and she said that once my love is old enough (she is under 17, the age she can move out) she can come move in with my mother. but my question is, since you are unable to do that kind of thing legally in oregon until you are 18, but you can in georgia at 17, does she have to wait till she is 17 because the moving out takes place in georgia? or does she have to wait till she is 18 cause she is moving to oregon?

I think it’s all to do with parental consent within that state. If her parents are against her moving out at 17, and georgia says it’s ok, then she can move out and parents don’t have a case, even if she moves to a state where it’s 18, because that state can’t enforce their laws for a family in georgia.
