Time keeping

Every nation around the world is on the same minute (For example, :46 after the hour) (but there a few “freak time zones” that are 15 or 30 minutes ahead or behind. When was the time standardized throughout the world, and why is it the way it is? Are their any other atomic time observatories elsewhere in the world besides in Boulder, Colorado, USA? Before time was standardized, how did people set their clocks? In the 16th century were people as precise as they are now when reciting the time. Like, if it was 12:38, would a person in the 16th century say “it’s 12:38” or would he/she say something like “It’s half-past noon” or “it’s almost one”? How did people time things back then?

Actually I was readin that Indians had a better time keep than we do they had 365 days each year with no leap year and didnt have to spring forward or fall back…
