Can people donate blood if you were in Western Europe but NOT infected by the mad cow disease at the time?

I wish to donate blood my senior year but my parents say they can not because we were in Western Europe around the time Mad Cow Disease was happening though i was born 1995. I was never infected and i wish to donate blood. How can i prove im eligible or ineligible?

Anyone can donate blood, they check the blood for any infections and such before they let anyone use it.

They ask you a lot of questions when you go to donate and one of them is if you have been to Europe within the last 5 or 10 years. I’m not sure if answering yes would completely disqualify you or not, but it is one of the questions they ask you.
