All people can have passports, including infants. However, if you're under the age of 14, you need a parent/guardian to sign it with you.
As far as prices go:
Age 16 and older: The passport application fee is $67. The execution fee is $30. The total is $97 .
Under Age 16: The passport application fee is $52. The execution fee is $30. The total is $82 .

As editor said...there is no age limit, you just need a parent to sign if you are under 18 and it certainly is not free. You can also get a passport card, which is cheaper($50) but only valid to most North American countries so it's better to get a normal passport.
I think you have to be 16 without parents signing for you and it costs about 65.00 for US passport...different fees to apply to how soon you need it..plus you have to pay for passport pictures...checkonline for all the details.
the last time that i had to get a passport, it was like 30 i believe, but i'm not completely sure. as for the age, you can get one at any age if you really need to have one.
There is no specific age, because everyone has to have one, including new born babies. Here in Canada, it's like $85.
