It is a person who ignores laws and does whatever they want, regardless of consequences and sometimes (but not always) who they hurt. Some “outlaws” are not all that bad, while others can be very bad, almost inhuman. When you think of the meaning of the word, many people are outlaws in theory, but some are just so bad that we need a new word for them. Strpping it down, it’s just a person who constantly breaks the law without regard for anything or anyone.
