Losing weight around my hips

Im pretty comfortable with myself as far as my body goes, except for my mid hips and waist section. Im only 16, but I desperately want to lose my big ol tire. Im active, I do yoga and work out at the why weekly but running doesnt seem to work. Any ideas on good ways to lose weight, or target that area?

I think if you lay on your side and keep your bottom leg straight and lift your outer leg up many times. that kind of exercise can tone your thighs and love handles and stuff.
