Is this tax disproportionate ?

Will the upcoming Obama tax raise on cigarettes April 1 of .62 per pack (bringing it to around $5 per pack in Indiana) disproportionately hit low-income workers ?

Keep in mind by getting these smokers to quit by taxxing them more, you are taking nearly 8 billion from federal tax and 13 billion from state. Where are they going to get the money from next? Us, so just enjoy it while you can.
