From what I derived from the question, he meant “in check” meaning, they don’t protest, fight the government, boycott US goods, stop working, revolt, etc.
If the poor, or at least the bottom 20% of income in the US, believe there is this idealistic “American Dream”, as is often portrayed in literature, TV, politics, etc. they won’t wake up, realize that it’s not true, look around and see how much they get screwed, and fight against it all.
