well say I steal a 1000$ set of rims and paint them and then sell them and get caught?

It depends on how much the rims cost. The monetary value of something decides the severity of the charge. It also depends on what you do with the property you’ve stolen after (I.e. reselling at an increased cost). It can go anywhere from petty theft to grand theft.
Easy, you’ve asked about it on the internet, so when you get caught, it’s going to be a LOT worse than if you hadn’t…besides, rims have serial numbers, etc…FAR easier to get a side job (run errands, etc) than resort to crime to get $$$. Also, the resale value of something like spinning rims is next to zero…
I think anything over $500 is considered a felony…so depending on if you have had any previous felonies or if this is your 1st offense
