How do you bleach roots?

I’m bleaching my hair white, right now it’s a medium blonde(about a 7 to an 8) and I’m going to be using 30 vol bleach with a toner mixed in. My hair is naturally a dark brown(about a level 2 or 3) If I use the 30 vol bleach with toner mix, will my hair lighten to an orange color or maybe yellow? After a few weeks to a month can I rebleach it and get it the same color as the rest of my hair(white-ish)? I can’t go to a salon, and the lady at Sally’s said that the toner won’t work if it’s in anything higher than 30 vol.
