How can I work on scanned drawings on Photoshop or Illustrator?

I have pencil drawings on paper. I scanned them, but they are unclear. I want to make them darker and arrange them with text. I have Illustrator CS4 and Photoshop CS4.

I don’t have either, but look for something called Brightness/Contrast.
