How to tone my legs and get rid of lovehandles?

I am almost 16 and I can never seem to loose weight on my legs or hips. I have tried to stick to a diet and excerise but it just doesnt work. I am tired of having a low self esteem because of my weight. is there any tips that anyone could give me to loose weight on my hips and legs? also how to stick to a diet and what kind would be best.
