I think you rub its tummy or chest and give it mouth to mouth till it starts

it may have mucus in its nose. you need to clean its nose out!

Clear his nose and mouth…then rub his body briskly with a towel…if that doesn’t get him going, clear mouth again, place your mouth over his muzzle (nose and mouth), and blow (not hard), but a controlled breath…artificial respiration, doggie style.

use a bulb syringe to clear the nose and throat, place the puppy in a towel and rub gently but vigioursly and try swing the pup by holding it in the towel with it’s belly up and head away from you. Make sure you have a firm hold and gently swing like you are making a “potty shot “ with a basketball. don’t give up to soon, most puppies will start breathing.
