A minor age 15 may receive a hardship license if certain qualifications are met:

The statement below comes directly from the Texas Department of Public Safety Minor’s Restricted Driver License Application:

The department may issue a license to any minor who satisfies the requirements if the department finds that (1) the failure or refusal to issue such license to any such minor will work an unusual economic hardship on the family of the applicant of the license (2) the license should be granted to the minor because of the sickness or illness of members of the family of the applicant , or (3) a license should be granted to the minor because he is regularly enrolled in a vocational education program and requires a driver license to pursue the program and has completed an approved course in driver education.

On the application, you must check an appropriate selection and complete information that asks the parent or guardian the following:

If there is any unusual hardship on the family or the minor If there is a death-related emergency (including the name, date, and relationship of the decendent) If there is a sickness or disability of a family member (a physician statement is required) If the minor is in a vocational educational program (certificate from the school is required, including the school address and the dates and times of attendance) In addition:

You must also explain in detail (in writing) the necessity for the minor to drive and why others cannot perform this function. Driving to school activities such as band and sports is not sufficient reason.

And…the parent or guardian and the minor must sign the application and it must be notarized.

A word of warning:

You are applying to a state agency who seriously frowns on fraud when completing their applications. They will verify your claim and if fraudulent they will prosecute.

1Present proof of your identity by providing one primary source with your full name and date of birth or one secondary source accompanied by two supporting documents. If you are 14, you probably won’t have a primary source, which includes a valid driver’s license, current United States passport, foreign passport with visa or another source of citizenship paperwork that meets the primary source criteria. Therefore, you need an original or certified copy of your birth certificate and two other sources of identification. These supporting documents include an unexpired military dependent card, an actual social security card or a foreign passport. You also need a social security number to fill out the form.

Step2Submit the appropriate application required by your state to request a hardship license, which is available at your local Department of Public Safety licensing office. Parental authorization is necessary, and a parent must be present to sign.

Step3Complete all forms required by your state to prove your hardship meets their criteria. You need documentation of your family’s hardship, such as illness within your family or an inability to get to school or work without being able to drive yourself. There are specific guidelines, such as where you can to and who can ride with you. Normally, you can only drive to school or work, and only family members can ride with you. You must provide documentation of school hours, activities you need to attend, work schedules and any other special needs you may have to take care of.

Step4Prove that you have vehicle registration and liability insurance if you own your vehicle. If you do not own your vehicle, you need proof of liability insurance on the vehicle you will be driving.

Step5Pay the required fee, which varies from state to state. Step6Pass the written test, driving test and vision examination, and then you can receive a hardship license that is valid until the age of 16. After the age of 16, in most states, you may apply for a permanent driver’s license
