If her breath stinks BAD (this is not just doggie breath), but like rotton, almost makes your eyes water stinky breath…Then she may have worms…she may have a rotton tooth. It could also be her dogfood, if it’s not a good quality one.
With a Chi, I’d expect tooth problems…small dogs have a tendency to having bad teeth.

Nothing. Dogs just have stinky breath. my chihuahua’s sometimes smell so bad I wont let him near me lol. But theres nothing wrong. if it bothers you you can get dog food with breath freshaners in them or dog bones that are designed to freshen breath and clean teeth.
If you are worried, see the vet, and see what he/she thinks… perhaps you can try chews which help dogs breath and teeth… = )
lol… lots of dog get bad breath for no reason, in fact I have a toy chihuahua about the same age as yours… and her breath kills me!! try buying some chew toys… lots of them have natrual breath enhancing ingridinets.
my CHIHUAHUA had the same prob, we took him to the vet they just had to clesan his teeth
