Dont worry, you are perfectly normal.

These are sebacious glands.

Sebaceous glands are yellow raised bumps on the shaft, which may secrete a small amount of waxy material.

Common “bumps” on the surface skin of the penis are sebaceous glands, pearly papules and inflamed hair follicles. All perfectly normal and harmless.

Sometimes, pearly penile papules can develop during puberty and be mistaken for sexually transmitted genital warts.

I am sure that there is nothing wrong with your penis, but if you still have some worries I advise you to go to your doctor and ask him what ever you want to know.

Most guys go though these sort of worries around your age.
