Yes, even if he doesn’t cum. There can be sperm and viruses in precum. There is also the possibility of herpes or venereal warts.

Precum can contain an STD or STI and while precum in itself doesn’t contain sperm, it can wash sperm out from a previous ejaculation.

Anytime any seminal fluids come in contact with the vulva or vagina there is a possibility of pregnancy. How high that possibility is… is hard to say because there are so many criteria involved.
