Can I Move Out At 16?

Well im 16 and I just recently moved out to missouri because one of my foster parents was abusive and didnt feel the need to take care of me. Now im with my other foster parent and things arent going well for me. I’ve realized that she isnt healthy enough to take care of me plus she has problems with depression.Before we moved out here she attempted to kill herself and now all she does is sleep eat and smoke in the house and she treats me like dirt a lot of the time. I know that this is not a suitable place for me to live and my boyfriends family is willing to let me live with them and go to school and help me make something of my life. I dont know what to do though because since im 16 I need to have my foster parents permission to move out and she isnt going to let me. Please Help
