No it cannot, however stress can and constipation could be related to severe or very bad stress which can cause your period to be delayed, however you should always make sure that you see a doctor and get a pregnancy if you have been sexually active and this is happening. Also constipation can make period cramps worse, so you need to make sure that you eat enough fiber, diet and exercise is the only real way to deal with it.
