no because 911 is for people only but you can call animal control (:
i believe you can. if someone is like in the open where you see them, i believe you can. police always get involved and police are associated with 911 so yeah.
You can call only for human perposes but if you do see someone abusing an animal, call animal control or run out there and with a bat! (I’m kidding about the bat part, don’t do that!)

Yea you can that’s animal cruelty and it’s actually very common and people who have an obsession with killing animals usually turn out to be killers ( a little something I picked up from forensics class xD ) but if u do see that make sure to call 911 right away!
