I guess it really depends on the cups and the person! For some it is a matter of convenience, stacking up cups in the cupboard... i do it too...I had a small cupboard so I had to only 2 shelves on 1 i put drinking glasses on the other mugs for tea & coffee!
Some people that redo their kitchens will actually have little hooks built in and just hang the mugs while saving space in the cupboard altogether.
Anyway is fine, faced up or down...just faced down eliminates dust. As for mold, if you dont keep it faced down for a long period of time, in a damp moist place then you wont have mold. :)

The one reason its thought to be bad is because you are placing the drnking part of the cup on the cupboard and most people dont clean that daily, so your getting dust and germs on the drinking part of the glass. As long as you wipe that part of the cup before drinking and clean your cupboard regularly its fine and alot better to place them upside down as long as they are completely dry when you put them up.
well peoples got theirs own thought on this.
Right side up: peoples say no, cause of dust, dead bugs, or stuff like that.
Upside down- peoples say no, cause of mold can happen.
both sides got yes too it seem as it only matter what you like to have them as.
Rightside up you can get dust or bugs. Upsidedown your placing the rim on a germ imfested cabinet. We place our cups upsidedown in a big box of tupperwear that has a lid on it so they stay clean. Same with are bowls, plates, and silverwear.
It's perfectly fine to place them upside down as long as they are thoroughly dry.
stops the dust getting in them is teh only reason i know of but its not bad.
