What does winking mean in Bosnia or South East Europe?

A very attractive man who works in my building is originally from Bosnia. He is engaged and so am I, but not to eachother. Yet every time his fiance isnt looking, he smiles at me and winks. I am not offended by his gesture, and It makes me smile. I enjoy the attention even though deep down I know we are both commited to someone else and that at least on my end, its harmless. I was wondering if this was casual flirting, or if this means something else in Bosnia. There is a slight language barrier, he speaks beautifuly broken english, so we have yet to have an actual conversation.
