Why is she doing this?

I’ve been friends witht his girl for a few years now but really never hung out. We’ve only hung out like twice. So I keep asking her when we can hang out and she would tell me a day and then when that day comes she always had something to do or she’s not allowed. But now we’ll be texting eachother and then I’ll ask when we can hang out and she’ll just stop talking to me.

Why would she do this?? Its really making me upset because I really like her.
