Yes, that’s normal. The foreskin of his penis is not stretched enough to accomodate his erect penis. Tell him that he needs to take some time alone to wash his hands, and then slowly and gently stretch the foreskin on his penis by sticking a finger from each hand in around it and pulling the skin away from his penis - have him do this a few times every day. Then he needs to apply a natural lotion to the tip (as to avoid any infection or tearing) and keep doing this until it no longer hurts him to be fully erect.
