start by just gently cuddling her and running your hand/hands across her back and down her face to her neck…

after some time when shes more comfatable with you touching her try running your hands from her back down to the top of her bum… eventually getting lower and lower till you have her bum cheek in your hand..

what you wrote tells me shes not ready to share that part of her body with you so dont try and go for it ;)
