Why do things that change in cartoons and games have diff shade?

Does anyone else notice that in a cartoon or video game, when something is about to be destroyed or move, that it is a different shade than the rest of the scenery? Games also often have lines that show a wall that will blow up or move.

It’s because it’s rather hard to get the same shade on the char/object that’s moving, to the scenery. Think about it. 24 frames per second, it’s gonna be hard right? also, concept artist’s will do the background and such, whilst animators and whatnot will do the char’s moving, so they wont use the same colour? o__o I hope this kinda helped?
