Why did daylight savings time get pushed up?

Usually, we turn the clocks forward on the first Sunday of April. But for some reason this year, we had to do it two weeks earlier! Why did we change it and who decides?

The US government decided to move it up, b/c the theory goes that people will conserve some amount of electricity by being awake during “daylight” hours, and sleeping during the night.
