It is white because you have removed the tiny hairs that seem to make your skin appear darder in that spot. Kinda like when you dont shave for a while, your legs seem darker.
It could be because when u wax it takes a thin layer of skin off with it
It appears lighter because the skin there did not get proper sunlight. It is like when you part your hair in a way you have not in a long time that part is white and the others are darker
Often when waxing you peel off the top layer of skin, and the layer below it will be much paler from lack of sun.
