Ideally, late afternoon.
If you buy them first thing in the morning, they may fit you perfectly, but you’ll find they get more snug as the day carries on…as you eat throughout the day, your abdomen expands.
If you buy your clothes later in the day, then you can be guaranteed a comfortable fit no matter when you wear them.
i don’t see why the time matters….
