The best time is when you are on the pill, or he is wearing a condom. If you are referring to the rhythm method, first of all it is not assured. Women can ovulate more than once in a cycle and that throws the whole chart off. But IF you are regular, and IF your cycle is from 26-32 days, and IF you only ovulate once per cycle, then here is a chart to help - BUT note that every day marked ‘Infertile’ should really be marked ‘RELATIVELY Infertile’.

when using a condom,or birthcontrol. but I think you mean like time of month? a lot of people say durring your period but its still not 100% effective.
