Whats this mermaid film?

I’ve been trying to find this film for a long time now but I can’t seem to find it anywhere. It is sort of similar to disney’s the little mermaid but its not the one I’m talking about, in the version I’m looking for she has different colour hair, and I remember near the end that she was told that if she didn’t stab the prince through the heart and put his blood on her legs she would never be able to return to the sea, she goes to but hesitates instead killing herself(it really made me cry) at the end you see her spirit rise from the water and the narrator says “her spirit rises to heaven” or something like that? Anyone know what its called? By the way its a cartoon, I think its an Anime : )
