Whats a really good photo-taking software I can download for PC?

I have a logitech webcam, but it’s software won’t download..idk why. i’ve tried un-installing it and re-installing it, and it won’t even let me un-install it..so i’d rather just download a whole new software lol any suggestions? free is preferred..and the best quality a free software can be please haha (:

“windows live movie maker” is a program where you can edit videos and record web-cam videos. There should be a picture of a web-cam that you click once you download it and it will record you doing whatever you want. once your finished there is a snapshot button you can press to take a picture of yourself whenever you want in your recorded video. You can download this from Cnet.com
