Ok last year he put his hand on my leg then when I pulled away, he was like ‘’ I cant touch you’’ then once when I cried he kept asking if I was ok and tried to make me feel better… Then this year during insturmental music he always waits for me and says hi to me (but only when we alone) does he like me and if he does what do I do ?? (btw I like him too)

Well if he says hi to you when you guys are only alone then he is only gonna try to use you for himself best advice stay away from guys like that I know I was once like that but love can change a man:)
