What can I do about truly mean and vicious neighbors?

Tracermht is right, your best bet would be to catch them on camera and show the police. I’ve had a similar problem in the past with a neighbor and there is little that the police can do without solid evidence. On one occasion I witnessed my neighbor “keying” my 80k$ bmw… so naturally I called the police. When the police arrived they came into my house to check out the vantage point from which I witnessed the “keying.” Because from my window I could not see the side of the car that my neighbor keyed they said they could not do anything except file a harrasment complaint…which does not do squat! I watched her walk up to my car…extend her arm(with something shinny in her hand) and walk down the side of my car and then run away. When I went outside behold…my car was “keyed.” The police said because from my vantage point I could actually see her touching my car they couldn’t do anything! What crap! If you want to get a restraining order against then they actually have to physically touch you or your family… or else you would need an months, possibly years, of documented harassment. But if you catch them on camera being vicious toward your kids then the police could charge them with verbal assualt=the threat of violence and they would be arrested and you’d have grounds for getting a restraining order. Another way would be to call the police a lot…every time they mess with you or your kdis. They probably wont arrest them unless you have proof of the assault… but they will question them each time. That way two things could happen:(1) your neighbors will become tired of talking to the police on a regular basis and seize(the police will tell them verbally to stay away from you but they cant really enforce that or (2) the police will eventually get tired of coming out to your house all the time and arrest them for some half-bogus charges that will probably be dropped only in an effort to make them stop after having to spend a night in jail(the police will become compasionate for you… even if you do not have the same cop come to your house each time… cops talk to each other and here about things like this over the radio…before long youll have the whole police department on your side).
